Who are these anonymous citizens who became messiahs for the poors in this era of inflation?

The elderly man in the picture reached the petrol pump number 5 of Orangi Town today with a leaflet in his hand which had numbers 1 to 90 in it.

 After deducting the numbers from the leaflets and paying around Rs. 700 for petrol in rickshaws and bikes for about 90 poor rickshaw pullers, the citizen tried to make a video of the old man and kept on persuading the citizen. 

Who are these anonymous citizens who became messiahs for the poor in this era of inflation? No one knows.
